ASEAN Israel Electricity

ASEAN is advancing a regional power grid to enhance cross-border electricity trade, while Israel is developing interconnections to Europe to improve energy security and integrate renewables.

ASEAN Electricity and the ASEAN Power Grid (APG)

ASEAN has long pursued a regional power grid to ensure reliable, affordable, and sustainable electricity across its member states. The ASEAN Power Grid (APG) aims to promote multilateral power trade, enhance energy security, and support economic growth by connecting national grids and enabling cross-border electricity flows . Rapid urbanization, industrialization, and rising electricity demand—driven by electric vehicles, data centers, and air-conditioning—make regional connectivity increasingly critical . Key initiatives include:

  • Lao–Thailand–Malaysia–Singapore Power Integration Project (LTMS-PIP), which facilitates renewable energy trade.
  • Malaysia's ENEGEM digital renewable-energy trading platform, enabling efficient electricity transactions.
  • Monsoon wind power exports from Laos to Vietnam, demonstrating practical renewable energy integration . ASEAN's strategy emphasizes harmonized grid codes, standardized wheeling and settlement charges, and long-term policy stability to make cross-border projects bankable and replicable . By 2035, Singapore aims to import up to 6 GW of low-carbon electricity from neighbors, reflecting the region's commitment to decarbonization and energy integration . The 8th ASEAN Energy Outlook projects that ASEAN will continue to increase electricity consumption, with renewable energy gaining a larger share of the energy mix and fossil fuel reliance decreasing over time . The APG also serves as a knowledge hub and think tank, supporting research and practical solutions for member states .

Israel Electricity System and Interconnections

Israel operates as an energy island, relying almost entirely on domestic generation and infrastructure managed by the Israel Electric Corporation (IEC), the sole vertically integrated utility covering generation, transmission, and distribution . IEC ensures system reliability, integrates renewable energy, and advances smart grid technologies to maintain energy independence . To enhance energy security and support renewable integration, Israel is developing the EuroAsia Interconnector, an underwater cable linking Israel to Cyprus, Crete, and mainland Europe. This 1,500 km interconnection will carry 1,000–2,000 MW, enabling Israel to import electricity during emergencies and expand solar power usage, aiming for one-third of electricity from solar by 2030 . The project also ends the energy isolation of Cyprus and Crete and is supported by the European Union as a Project of Common Interest .

Comparative Insights

  • Regional Integration: ASEAN focuses on multilateral power trade and grid connectivity among multiple countries, while Israel is connecting to Europe to diversify supply and enhance renewable integration.
  • Renewable Energy: Both regions prioritize renewables; ASEAN leverages hydropower, wind, and solar, while Israel emphasizes solar energy expansion.
  • Energy Security: ASEAN's APG reduces reliance on costly backup generation and smooths supply variability, whereas Israel's interconnection provides emergency support and stabilizes the grid .
  • Governance and Investment: ASEAN emphasizes harmonized rules, cost-sharing, and bankable projects, drawing lessons from the EU and Central America, while Israel's interconnector is a bilateral/multilateral project with EU funding . In summary, ASEAN and Israel are both advancing electricity connectivity to improve reliability, integrate renewables, and enhance energy security, though ASEAN focuses on regional multilateral integration, while Israel targets strategic interconnection with Europe.
