Ghana is actively expanding and securing its fiber optic network, including cross-border and national infrastructure, to enhance connectivity, resilience, and digital security.

National Fiber Infrastructure and Protection

Ghana has prioritized the protection and expansion of its fiber optic network as a national security and economic priority. The Ministry of Communications and Digital Technology, in collaboration with the National Communications Authority (NCA) and the Ministry of National Security, is implementing measures to safeguard critical fiber infrastructure. This includes mapping key points, deploying monitoring systems, and establishing rapid response mechanisms to prevent disruptions caused by natural events, human activities, or construction works . The government is also reviewing regulatory frameworks to ensure telecom operators follow best practices in laying, maintaining, and monitoring fiber networks .

Terrestrial Fiber Expansion and “Dig Once Policy”

To reduce service interruptions and improve network rollout efficiency, Ghana's Cabinet approved the integration of fiber-optic ducts and access chambers into all new road construction projects, known as the “Dig Once Policy.” This approach minimizes the risk of fiber cuts during roadworks, lowers capital costs for telecom operators, and accelerates network deployment . The policy aligns with Ghana's Digital Economy Policy and National Broadband Strategy, supporting a digitally enabled economy and regional connectivity.

Submarine Cable Connectivity

Ghana has strengthened its international connectivity through multiple submarine cables. The country is connected to SAT-3, MainOne, WACS, Glo-1, ACE, and most recently, the 2Africa submarine cable, landed in Accra by Bayobab (formerly MTN GlobalConnect), . The 2Africa cable enhances broadband resilience, reduces transit costs, and extends internet access to millions more users. Ghana's strategic location also allows it to serve as a hub for neighboring countries such as Togo, Burkina Faso, Niger, and Mali .

Cross-Border and Inland Fiber Initiatives

In addition to submarine cables, Ghana is investing in inland and cross-border fiber routes to neighboring countries. These terrestrial connections aim to create redundancy, prevent single points of failure, and ensure uninterrupted service for critical sectors like banking, healthcare, and governance . Public-private partnerships, including the Ghana Infrastructure Investment Fund (GIIF), are financing these expansions to enhance both national and regional digital infrastructure.
